To put it simply: big government is any form of government or government actions that goes too far and tries to do too much.
Big government is government actions or a form of government that prohibits people from doing for themselves, because they think individuals are not qualified to make those decisions for themselves, or are worried that the people would have too much freedom for themselves, like wealth and choice (this would be a socialist version of big government) or government that prohibits people from making personal decisions for themselves that the government believes are either immoral and perhaps violates the government's religious and cultural values, or believes certain personal decisions are dangerous (even if no other innocent person can be hurt by those decisions) and therefor the government believes those decisions should be illegal.
There are socialist big government's and big government actions that are designed to prohibit and discourage personal wealth and people from making certain economic decisions and planning for themselves that Socialists believe would lead to too much individual wealth and freedom. And then there are theocratic and nationalistic big government's that outlaw certain personal decisions and behaviors that goes against the government's cultural and religious generally in the areas of sexuality and entertainment.
And there is a nanny state big government which can be either religious secular that tries to protect individuals from themselves and doesn't trust individuals to make the decisions for themselves that they will not only use government force to discourage those behaviors, but will lock people up or fine them if people are doing things that the government believes is dangerous, even if no one is actually hurt by those personal actions.
